PLACE OF WORK: This position is located within the U.S. Army Test & Evaluation Command, G8 Resource Management Directorate, Contracts Management Division, Aberdeen Proving Ground, MD.
ABOUT THE JOB: This position serves as a senior Budget Analyst responsible for the full range of budget execution for a major segment of the ATEC command budget; or a total budget for one or more funds (i.e. O&MA, RDT&E, APA, or Reimbursable).
Provides financial advisory services for a major segment of the command budget, or for one or more ATEC test centers.
Analyzes the budgetary impact of new or revised legislation, policies, and procedures; evaluates the effect of cost and program changes on budget execution processes; and coordinates implementation of resource/funding/programmatic changes.
Allocates funds to organizations/programs based on analysis of budget estimates, historical expenditures, projected workload, and approved funding.
Monitors monthly obligations, expenditures, and work year limitations for assigned accounts.
Develops budget/program processes, procedures, and guidance for executing financial management plans and programs; and analyzes productivity, workload, and program accomplishments.
Participates in monitoring year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.
Prepares a variety of reports covering status of funds, expenses, and obligations.
Conducts special studies and gathers data from field organizations to resolve budget variances, or to solve complex problems; and provides guidance to junior analysts.
